Leaderless Tablets and cluster load is not balanced

Hi There
I have 3 Master Node and 9 Tserver node. I found although Load balancer is on, Cluster node is not balanced for very long time like a week. I can see through UI that there are Leaderless tablets for Transactions and Indexes.

  1. How can I make this cluster load balanced.

  1. Also while trying to add more Tservers, I found from master logs that it was throwing error as

Received wrong universe_uuid ab72666e-6335-4c1c-af4d-f5208e41c7ba, expected 7865b6cf-117a-475a-839a-ab9ec3eb481e
