What is blacklisting in Yugabyte?
There is not much info about blacklisting on Yugabyte documents.

ChatGPT also suggested to blacklist the node for maintenance activity. But there is no detailed explaination about this in official documents.
The change_blacklist is just for telling yb-masters to not put tablets in yb-tservers.
While change_leader_blacklist is to tell not to put tablet-leaders.
